help with formula please

Problem -
A particular item comes in 2 different package sizes , Both packages are able to be broken down by equivalent parts ,
ie 350 piece package1 , 250 piece package2 and can be broken into 50 part breaks ..
assume that I have an equal number of package1 and package2 , I want to be able to distribute these packages as evenly as possible and as full packages where possible .. The qty required will always be a multiple of the 50 part break ..
now above is an example .. package 1 may be 320 may be 240 and break may be 80 ...
I have managed to work out something that works for when the difference in package sizes is only one part break , but am having trouble with larger (part break) multiple differences.
