What you wrote, "\$35%", makes no sense! Is the discount \$35 or 35%? Since the original price was less than $35, I am going to guess that you meant 35%. Unfortunately you then have "\$26.50- 35%" which also makes no sense! You cannot subtract a percent from a numerical amount. What you should have written is "26.50- 0.35(26.50)". 0.35(26.50)= 9.275 so after the discount the price is 26.50- 9.275= 17.225 which would be rounded up to $17.22. That is what you have but you wrote it incorrectly.
Then the 4% tax is .04(17.22)= 0.689 or $0.69. Adding that to \$17.22 the final cost will be \$17.91. Notice that I called that the "final cost", not the "final price". The final price was the \$17.22, before the tax.
You could perhaps do this more easily by recognizing that a 35% discount leaves 100- 35= 65%. .65(26.50)= 17.225 as before. And adding 4% gives a new amount of 1.04. 1.04(17.22)= 17.91.
Finally, please don't write "run on equalities" like "26.50 – 35% = 17.22 x 4% =26.50–3517.90"! As I said before "26.50- 35%" does not mean anything. But even "26.50- .35(26.50)" is not equal to "17.22 x 4%". You ask "Did I do this right?" but it is impossible to understand what you did. What in the world did you mean by "26.60- 3517.90"? That is equal to -3491.4 but surely that is not what you meant!
