Okay, call the length of the rectangle x and the width y. Do you know that the total length of the sides is 2x+ 2y? You are told that the total length of the fencing is 54 feet so 2x+ 2y= 54. Divide both sides by 2: x+ y= 54/2= 27. Solve for y: y= 27- x.
You are also told that the length of the rectangle is "three feet more than twice the width". The width is y so "twice the width" is 2y. Three feet more than that is 2y+ 3 so x= 2y+ 3. Since y= 27- x, x= 2(27- x)+ 3.
That is your equation. Solve it for x, the length, and then use y= 27- x t to find y.
