I am trying to figure out the formula for the angle needed to view an item on a 3.5 ft high table with-in an area of 10x20 while an obstacle is standing on the perimeter of the area in my direct line of sight. I am 30 ft above the item on the table 20 ft away.

It does not matter where you are standing or how high you are if there is an obstacle in front of you in your direct line of sight.....You will not see the item.
The obstacle will block your view.

If there is an obstacle between you and the object then no angle can help you to see the object. The obstacle will block your view.
