Is it possible to play the 4th-placed team every week?

In a football (soccer) league, is it possible to play the 4th-placed team every week?

The format is:
* there are 20 teams in the league
* each team plays every other team twice (38 games in total)
* teams are ranked in descending order of total points scored and, if mecessary, by goal diffeeenxe and goals scored
* a team that wins a match gets three points; if the match is drawn, each team gets one point. A losing team gets zero points
* if two or more teams have the same number of points, the team with the greater goal difference (= total goals scored in the season so far - total goals conceded in the season so far) is placed higher. If two or more teams are equal on points and goal difference, their positions are determined by their total goals scored in the season so far).
* the fixtures are all decided before the season starts and can't be changed (not true in real life)
* a team can never lose any points (not true in real life)
* the 4th-placed team at the start of the season is the team that's 4th in alphabetical order.

Given all these rules, can a team play the 4th-placed team every week all season (38 times in a row)?
