Bowlingscores

I have a data set of bowling scores for 10 people and have worked out the mean and SD. How do I go from this to a). The percentage chance of one person beating another
b). Working out the fair handicap each player should have? I could just go off the mean but then when we all play at the same time this will favour the players with higher varience
