A pair of dice are rolled. What is the probability of rolling 10 or less?

Note: We are told that the complement of rolling "10 or less" is rolling 11 or 12. What does that mean? If the question is asking for 10 or less, why is 11 or 12 involved in the calculation?

I don't understand "11 or 12" in the note given. What does 11 or 12 have to do with 10 or less?

This is why students around the globe find probability problems to be fuzzy.
