To fill it you need 1 - 1/5 = 4/5 of its content.
4/5 * 200 = 800/5 = 160

To fill a full tank you need 160 liters of water because it is already filled 1/5 of 200 liters which means 1/5*200=40 liters.
Then 200-40=160 liters.

x=Total capacity of tank
1/5 *x=200 so x=1000
4/5*1000=800 liters required

tank contains 200 litres = 1/5 of tank .....we are told this
Tank will be full when it is 5/5 full ....that means is needs 4/5 to fill it.
4/5 of tank = 4 x 1/5 = 4 x 200 = 800 litres needed to fill tank.

If question had said .... A tank of capacity 200 litres is 1/5 full. How much is reqd to fill the tank.....
Then .......
Tank full = 200 litres.
Now contains 1/5 of capacity..... 1/5 of 200 = 40 litres

So needs 200 - 40 = 160 litres to fill the tank.
