Need to find Circled Yellow Dimension

I am not even clear about the existing dimensions.
Why does everything have two dimensions? For example, is the angle 16 degrees or 14 degrees?
On the left side, is the outer radius of the pipe 1.5 inches (?)
And on the right side, is the outer radius 21.85 inches, or 22.15 inches? If so, that diagram is certainly not to scale. Or are the units mixed up?
Also, the curve of the pipe should be measured from some point, but that point is not given.
I'm afraid I can't help you. There is too much missing information.
