Someone, somewhere along the way, used some kind of instrument to measure the diameter of a circle and then the circumference. They found that the ratio of the circumference of a circle to its diameter is roughly equal to 3.14.

Oh, dear! Three different people assert that pi is 22/7! And one person asserts that pi is not a constant- and links to u-tube video that, again, simply states that pi is not constant without giving any reasoning!

I have no problem with the person who asserts that "Pi is an irrational constant number and it doesn't have an exact value we always uses its approximate or rounded of value that is 22/7 or 3.14." but I will say that pi does have an exact value- the only difficulty is that that exact value cannot be written as a fraction or as a terminating decimal- the same problem we have with any irrational number. And we don't always use those values. We often approximate pi by 3.141592 or 3.1415926 (The last can be remembered as the number of letters in each word of "May I have a large container of coffee").

The use of "pi" goes back before Euclid so I doubt we could assign any particular person as having "found out pi". There is a verse in the bible that refers to a cauldron having circumference three times its diameter, implying using 3 as an approximate value for pi. (I looked it up: King James version, Book of Kings, chap 1, verse 23: "And he made a molten sea, 10 cubits from the one brim to the other: it was round all about, and his height was 5 cubits: and a line of 30 cubits did compass it round about.")
