Yes, though the fact that "1/0 is undefined" is irrelevant.

A rational number is any number that can be written as "[tex]\frac{a}{b}[/tex]" with a and b integers and b non-zero. Since, as Alicelewis11 said, [tex]0= \frac{0}{1}[/tex], 0 is a rational number.
