How do I proceed ?

This could be an explosive subject.........
Is it the specific gravity of the solid gunpowder material or the "powdered" gun powder as used for packing in explosive charges....??
The "powdered" gunpowder will have a "bulk density" depending on how tightly packed

In any case I think your figures are wrong.....????
I think it should read......

A lb. of gunpowder has a specific gravity of 1.745. Determine amount in cu. in.

A cu. in. of water weighs 0.036168 lbs.

How do I proceed ?........

Proceed as follows.....

1 lb water is 1 / 0.036168 = 27.6 cu ins

1 lb gunpowder is 27.6 / 1.745 = 15.8 cu. ins

" In any case I think your figures are wrong.....???? " I thought that was a high number for a s.g. I rechecked the problem and the number was 1745. The decimal must have been omitted. I have read a few tables listing various s.g's and all the numbers are low.
