Let h be the height of the rectangle and w be the width of the rectangle
h<10
A=wh
A+4=(w+2)(h-1)
Expand using FOIL:
A+4=wh+2h-w-2
A+4=A+2h-w-2 substitute wh for A
6=2h-w
2h=6+w solve for h
14<6+w h<10, so 2h<20
w<14
