Of course there is a sequence- it was given. You mean there may not be a rule.

For a finite sequence one can alway construct a rule. For any ordered list of n numbers, there exist a polynomial, p(n), of degree n-1 such that p(1) is the first number in the list, p(2) is the second number, etc. Of course, there might be many other rules that give the same list of numbers.
